I think it has always been the practice that anyone who worked in the kitchen got fed, period. It was encouraged that people pay the for the feast, but acknowledged that feast tokens weren't really checked in the kitchens. It think it is only recently that the practice has really been examined or formalized. We do have the luxury that our feast numbers are fully set in advance, and are fully subscribed. If we had trouble selling all of the seats at a feast this might be different.
